Position Description

Position Overview:

The systems manager provides managerial and technical oversight of the Bankruptcy Court’s automated systems, including case management systems, courtroom automation, financial systems, inventory and procurement systems, telecommunications systems and local and wide area network systems. In connection with those responsibilities, the systems manager will perform the following duties:

Supervise, direct and evaluate systems staff and the Assistant Systems Manager, assign and approve work for the systems staff and administratively manage their work performance;

Advise and consult with the judges and court unit executive on all technical matters and automation needs and develop short and long range goals and strategies for technological improvement and innovation;

Direct and monitor the development, installation, integration and maintenance of all hardware and software applications and regularly assess their performance;

Assist in developing the IT budget and assist procurement staff with technical purchasing decisions;

Respond to Judges’ and staff requests for specific system features or applications to address court needs;

Oversee creation and maintenance of technical and user documentation for all systems;

Establish and implement security and operating policies to protect systems and data;

Advise court staff concerning technical updates to the court’s continuity of operations plan (COOP) and provide technical expertise regarding maintenance of the court’s essential functions in an emergency situation;

Serve as the primary liaison with Information Technology personnel in the Administrative Office of the United States Courts, the Federal Judicial Center, other courts, vendors, the General Service Administration, and others in the automation community;

Foster a cooperative work environment among a diverse group of judicial, managerial, technical and operations personnel.

 

Required Qualifications:

Candidates must have a Bachelor’s degree in such fields as computer science, business or public administration, management, or related technical fields, as well as experience as a technical leader or manager. In addition, candidates should possess a commitment to learning and innovation, be flexible and able to adapt to constantly changing conditions, be reliable, self-motivated, detail-oriented and organized, present a professional demeanor, and possess the ability to communicate clearly and concisely, both orally and in writing.

Preferred Qualifications:

A Master’s degree in any of the above fields and five years’ management experience as a systems manager or information technology project manager. A solid background and understanding of federal court operations and functions are desirable.

Technical Qualifications:

Proficiency with the following operating systems, applications, and software languages would be an advantage: RedHat Linux, Windows Server 2008 R2, Active Directory, XP, Novell, Vista, and Windows 7, Lotus Notes, Informix, MySQL, SQL; Scripting languages such as Perl, Python, Linux script/shell, and PC ‘batch’; Windows applications including WordPerfect, MS Office; Cisco and HP switches, LAN/WAN implementation and configuration with knowledge of TCP/IP and DNS; Intranet/internet technologies including Apache, Tomcat, IIS7, HTML, Dreamweaver, PHP, Coldfusion, ASP.NET, IIS7, XML, Java, JSP, Browsers (IE, Mozilla, Safari); Electronic filing of documents; Adobe Acrobat for PDF creation.

Technical proficiency in the following US Bankruptcy Court-specific software applications is preferred, but not required: CM/ECF, CR/ECF, FAS4T, ELMR, Court Inventory System and Court Procurement system. Proficiency in digital audio recording (FTR) and evidence presentation applications is helpful.

Applicant Information:

Interviews are expected to be held in the St. Paul office. Travel costs are the applicant’s expense. The United States Bankruptcy Court requires employees to adhere to a Code of Conduct for Judiciary Employees which is available to applicants for review upon request. This position is subject to an FBI background investigation. Incumbents are hired subject to a probationary period of no less than six months. All court employees are "at will" employees, and therefore, may be removed from this position at any time.
